In 1943, in Genoa, Grimaldi, a con man, pretends to be a colonel in the Italian army in order to obtain money from the families of people arrested by the Nazis. Once captured, the Gestapo makes a deal with him: he will stay alive if he assumes the identity of General Della Rovere, a Resistance leader who has just been shot by the Nazis. Grimaldi is then placed in a political prison to identify another Resistance leader.
